No real estate tax increase in Denver Water, sewer rates will rise
By: ALICE HUMMER Review Correspondent, Staff Writer
Preliminary approval was granted by Denver Council to the proposed 2.5 million, 2013 budget at its Nov. 12 meeting. The final vote to adopt the budget will be Dec. 10.
Mike Hession, Denver Borough Manager, said, "A little over $13,000 was pulled from the reserve account to balance the budget."
Real estate assessment remains at 3 mills, with the average residential property assessment of $132,787 paying $390.39. Denver’s real estate assessment is ranked the seventh lowest in Lancaster County, with the average real estate millage rate for boroughs at 3.85.
The water and sewer rate increase is 5.3 percent each. Water will go from $4.75 to $5 per thousand gallons.
"We’re seeing people conserving more water," said Hession. "That is reflected by the fact that the borough is using less water."
"Sewer rates will increase from $9.50 to $10 per thousand gallons," said Hession.
Earned income taxes are projected to increase, based on actual collections in 2012, from $310,755 to $367,000.
The largest chunk of the borough budget is police costs. East Cocalico Police Department provides services to Denver, as well as Adamstown Borough, and East and West Cocalico Townships.

Ephrata Rec’s Summers says municipal program a success Clay board adopts updated parking ordinance
By: JACQUELINE WATSON Review Correspondent, Staff Writer
Same quality program, no price increase, and continued growth and development. That was the report from Ephrata Rec Center’s Jim Summers at the Clay Township board of supervisors October meeting. Summers was present to update the board on the success of the 2012 summer municipal program at the Ephrata Rec Center and present financial figures for Clay Township’s 2013 budget.
The Summer Municipal Program is funded by local townships to provide free enriching activities for youth in the summer. The program had more participants in 2012 than it has had since the early 1990s. Summers credits the increase in participants in part to the fact that "free" is attractive in hard economic times. He notes that another reason is the adjustments made to help ensure no one is excluded.
"We’ve also made strides the last couple of years to try to eliminate turning anybody away because classes are full," explained Summers.
Although not everyone might be able to enroll in their first choice program, they could all be involved in some program. The Ephrata Rec Center has managed to hold the Summer Municipal Program cost at the same price of $29/participant since 2005. The price is not increasing, but the quality of the program remains strong and continues to develop better ways of working with the participants.

‘Santa’s got a brand new roof’ Take it to the bank, the man in red arrives Friday

With the early Thanksgiving this year, it really is hard to believe that Santa is arriving in town Friday. Shown is a scene from last year's arrival downtown. (Review file photo)
It’s that time of year already and this Friday night, the Ephrata Merchants Association will welcome Santa Claus to downtown as he discovers a new landing place.
Except for the few Christmas seasons when the train station was being renovated, the top of the immense Royer Building has served many, many years as the welcoming site for the big man in red. This year however, the large crowds gathered by the town Christmas tree in front of Ephrata National Bank caroling and enjoying cookies and cider, will only have to glance skyward to get their first glimpse this season of Kris Kringle.
This Friday, Nov. 23, Santa will arrive just past 7 p.m. on top of Ephrata National Bank at 31 East Main Street. The evening actually gets underway at 6:30 when free cookies and balloons will be available, along with other goodies handed out by roving characters such as Rudolph and Frosty. After a welcome by host Brother Weems, music by Frankie Widder begins at 6:35 p.m., before group carol singing starts at 6:45. The official lighting of the town Christmas tree, which was erected in front of ENB last Wednesday, then takes place at 6:59 p.m. sharp, just minutes before the guest of honor arrives.
